What are the Master’s primary responsibilities?
General responsibilities
-Preserve safety of crew/passengers
-Safety of ship
-Safeguard the marine environment
-Act on the owner’s best interests
-Execute voyage with minimum delay and expense
-Obey owners layful instructions
-Carry out all that is usual and necessary for the ship’s employment

As master it is my role to:
I - Implement SMS & Safety and Environmental protection policy
M - Motivate crew in the observance of the policy
O - Orders - issues appropriate orders in clear and simple manner
V - Verify that specific requirements are observed
R - Review - (With Company / DPA) the SMS and report its deficiencies
Everyday safe operation of ship + crew /implementation of Safety culture
How
C -Creates sense of ownership in the SMS
A -Avoids de-motivating issues such as late payment of wages and poor work organisation
T -Training
P -Provides feedback, praise, expressing appreciation for crew achieving objectives
I -Incentives for reporting hazards
E -Explains rationale for company’s safety and environmental policy

Masters discretion
vs
Overriding Authority
SOLAS V - 34-1: Nobody (owner, charterer or company) shall prevent or restrict the master of the ship from taking or executing any decision which in their professional judgement they feel is necessary for safety of life at sea and protection of the marine environment
ISM code: Overriding authority allows the master to take steps and give instructions which he considers necessary for the preservartion of life, safety of shop or prevention of pollution

Crew Certificates
Must be onboard in original form
STCW (PST, FP+FF, FA, PSSR, SA)
ENG1 (or approved equivalent [MCA website]) - sail after expired for 3 months if medical examination is impractible - MSN1815

CoC (or CeC if foreign) CRA - Confirmation of Receipt of application - MSN1867
ECDIS generic and type specific for Nav officers
Ships Cook CoC (If more than 10 crew)
Deck or engine ratings as required
PDSD - if holding designated security duties
Other certificates as required by the role
Vessel cannot leave with crew member if certificates are out of date or expired / not onboard in original form.
Master obligations - Distress
UNCLOS and SOLAS V Reg.33
Master is bound to proceed with all speed to assitance of any persons that are in distress
If unable to do so they must record in the OLD the reason for failing to proceed to the assistance of the persons taking into recommendations of the IMO, and inform appropriate SAR authority.
The 5 Un’s: Unable, Unsafe, Unrequired, Unnecessary, Unrealistic
The underlying legal principle is that nation states and ships have an obligation to assist distressed persons at sea regardless of their nationality, status or the circumstances in which they are found
Master obligations - Navigational Dangers
Solas V Reg. 31
Master of ship which meets
-Dangerous ice
-Dangerous derelict
-Direct danger to navigation
-Tropical storm
-Winds of force 10 or above where no warning has been recieved
-Subfreeezing winds / gale winds causing ice accrestion
is bound to communicate the information by all means at his diposal to ships in the vicinity and competant authorities.
Message should contain:
-Time and Date
-Position of danger when last observed
-Kind of danger observed
If TRS:
-Barometric pressure - corrected
-True wind direction and force
-State of sea
Swell
-True course and speed of own ship
Masters Standing Orders contents
These are sacrosanct
(inviolable) rules in which I details expectations from all sailors under my charge. They are issued as a supplement to the vessels SOPs under the SMS.

Masters Bridge Standing Orders - navigational preferences regarding aspects of watchkeeping:
