What is MARPOL?

A

Developed by the IMO and is aimed at preventing and minimizing pollution from ships - both accidental and from routine operations.

Created in response to a number on tanker accidents in the late 1970s - namely Torrey Canyon accident.

MARPOL - Annex 1 - Oil -

Who does it apply to?
What certificate is issued and how long does it last?
What other documentation is required?

  • Applies to all vessels over 400GT / Tankers over 150GT
  • International Oil Pollution Prevention Certificate (IOPPC) + Supplement “A”
  • Supplement A contains ship’s particulars, equipment for the control of oil discharge, means of retention (tanks), signed by surveyor
  • Valid 5 Years / Initial / Annual / Intermediate / Renewal inspections
  • After a survey no change of equipment is to be made except by direct replacement.
  • Oil Filtering equipment - approved by class
  • Oil record book

MARPOL - What are the contents and requirements for the oil record book?
BCCB

A

ORB part 1
ORB part 2 is for cargo/ballast operations on oil tankers

  • Has 4 Columns:
    + Date / Code Letter / Item Number / Narrative
    + Code letter and Item Number tells you what to put in the narrative section
  • Ballast or cleaning of oil fuel tanks
  • Collection, transfer or disposal of oily residues
  • Condition of oil filtering equipment including any failure to the OWS
  • Bunkering of fuel and lube oil

Kept onboard for 3 years after last entry
- After an entry, the OIC must sign and the next entry goes on the next free line. Do not leave spare lines
- Master to sign the bottom of each page

H26 - Code for bunkering of fuel or lubricating oil

What are the rules concerned with discharge of oily water?

A

Outside special areas

  1. En-route
  2. Oil filtering equipment with alarm
  3. Not more than 15 ppm

Inside special areas
1. Same as above but in addition the oil filtering equipment must have an automatic shut off

MARPOL - What equipment is required within SOPEP under ANNEX I ?

A
  • MARPOL Annex I :
    + only requires a SOPEP plan which is to be approved by flag state
    + The flag state decides on what equipment is suitable for your vessel and will state this.

Purpose of SOPEP?

A
  • Plan advises the master:
    -reporting procedures to be followed in the event of a oil spillage
    -the authorities to be contacted
    -action to be taken to reduce or control the discharge to mitigate damage to the marine environment.
  • It is compulsory for all ships of >400GT (Oil tankers of >150GT) to carry SOPEP onboard

Bunkering Safety Checklist

A

-Bunkering hoses in good condition
-Bunkering connections connected correctly and drip trays in place
-Communication system agreed
-Appropriately qualified person manning all crucial areas (dock, fuelling manifold, ECR)
-Exterior doors closed
-Scupper and freeing ports blocked
-Vessel securely moored
-Transfer hose appropriately secured
-FFE and PPE in place
-Appropriate signal flag in place

As master:
-Risk assessment been carried out
-Weather checked
-SMS Procedures followed
-Maximum pumping rate and pressure agreed with supplier
-Soundings taken frequently
-Rate of delivery is slowed down while topping off
-Oil record book (H26), deck, engine logbooks are completed

MARPOL ANNEX 4 “SEWAGE”

Who does it apply to?
What certificate is issued and how long does it last?

What three types of sewage treatment are there and when can they be discharged?
What are the special areas concerning sewage?

A
  • Vessels 400GT or > 15 people
  • ISPPC - Valid for 5 years Initial / renewal / additonal surveys, no annual inspections.
  • Full Sewage treatment plant: discharge anytime and where
  • Disinfected and comminuted plant, held in tank: en route @ 4 knots, 3nm from land
  • Holding Tanks: at least 12nm miles from land, en route @ 4 knots min, no solids, moderate rate approved by Flag (must hold document for approval of rate of discharge)
  • Special Areas - Only Baltic Sea, and only for Passenger Ships
  • NE Australia - Control discharges of 2 and 3, outside the Great Barrier Reef.

MARPOL - Annex 5 - Garbage

A

No certification…. BUT
- All vessels >100 GT or 15 persons or more require Garbage management plan: I.C (Normally Chief Officer)
+ Collection
+ Segregation
+ Storage
+ Disposal
- All vessels over 100 GT to have a garbage record book
-Details all discharges, their location, category of garbage, quantity discharged and signature - keep reciept if discharged at shore facility and retain as proof. Master to sign bottom of all pages.
-GRB kept for 2 years after last entry is made
- Any vessel over 12m needs to display a garbage placard

Categories:
A- Plastics
B - Food Waste
C - Domestic
D - Cooking Oil
I - E-waste

(Operational Waste, Animal Carcasses, Incinerator Ash)

Food Waste comminuted and ground (not greater than 25mm) can be disposed >3NM outside special area, >12NM inside special area

Food waste Not comminuted and ground >12NM outside special area and not permitted in Special area.

Cargo residues/Wash water allowed >12NM outside special area and permitted within Special area >12NM only under specific requirements such as when contained in wash water and not harmful to marine environment.

What are the Max Sulphur contents?

A
  • All vessels > 400GT or less than 400GT but greater than 130 KW
  • IAPPC = Valid for 5 years / Annual / Intermediate inspection
  • EIAPPC - for engine 130kw or over certifying the NOx output meets requirements.
  • Nox - Clean Combustion
  • Sox - Sulphur in Fuel
  • Max Sulphur content: Worldwide: 0.5%S / ECA (Emission Control Area) 0.1%S
  • ECA - Emission Control Area (Special Areas)= Baltic and North Sea, English Channel, North America, Parts of the Caribbean. Mediterraean from 2025
  • EU Directive - When in port. >2 hours; only 0.1% fuel to be burnt
  • Ships over 400GT Must have SEEMP, normally found in vessels SMS
  • Vessel will be issued a IEEC (International Energy Efficiency Certificate) - Full term with SEEMP in place.
  • Evidence that vessel is compliance with Marpol Annex 6 Reg 22-26. EEDI

Engine tiers - related to construction dates and engine RPM
1 - 2000 - earlier
2 - 2011 - earlier
3 - 2016 - earlier
Different NoX requirements for different tiers.

Fuel samples need to be held for 12 months
Bunker delivery notes kept to prove Sulphur content

SEEMP - A continual Plan - Implement - Monitor - Evaluate/Improve process
