What is MARPOL
The International Convention for the Prevention of Pollution from Ships 1973, together with is 1978 protocol
Who does it apply to?
All vessels except for warships and those owned by the state
What Annexes are relevant to yachts >400GT?
1,4,5,6
What are the six Annexes of MARPOL?
- Regulations for the Prevention of Pollution by Oil
- Regulations for the Control of Noxious Liquids Carried in Bulk
- Prevention of Hazardous Substances Carried by Sea in Packaged Form
- Prevention of Pollution by Sewage from Ships
- Prevention of Pollution by Garbage from Ships
- Prevention of Air Pollution from Ships
Define a ‘special area’
Usually a closed sea or areas with special environmental requirements
An area which, under IMO requirements, require special mandatory conditions for the prevention of pollution at sea
Provided with a higher level of protection than other areas.
Annex I, Prevention for pollution from Oil by ships
Regulations for the Prevention of Pollution by Oil
- applies all ships
- Documents: SOPEP plan, Oil Pollution Prevention Certificatce, Oil Record Book
- Discharge must be on passage as far as possible from land and fitted with oily water seperator not more then 15ppm
- Inside special Area, oil water seperator must have an automatic shut off

UK Oil Pollution Prevention Certificate
Approved Oil Record Book (ORB)
Shipboard Oil Pollution Emergency Plan (SOPEP)
When can a discharge of Oil take place?
Never, unless to save lives or the ship, or if involved in an accident
When can discharge of Oily waste from Bilges take place?
OUTSIDE A SPECIAL AREA:
The ship is proceeding on a voyage
More than 12 miles from land
Fitted with an OWS
Oil content of the effluent discharged does not exceed 15ppm
INSIDE A SPECIAL AREA:
As above as long as the OWS has an automatic shut off if the effluent discharged exceeds 15ppm
All discharges must be recorded in the ORB
Annex I special areas:
MED
Black Sea
Baltic Sea
Red Sea
The Gulfs
Antarctic
N/W Europe
South African Southern waters
Annex IV, Prevention for pollution by Sewage from ships
All ships .400GT OR ships certified to carry more than 15 Pax:
When may Sewage be discharged?
When the ship is under way on a voyage
More than 3 Miles from the Coast if treated
12 Miles from the coast if Not treated
INSIDE A SPECIAL AREA
Baltic SEA
Passenger vessels
As above but no allowance for discharge within 12 Miles from the coast
Documents to be carried under Annex IV
Shall carry an International Sewage Pollution Prevention Certificate (ISSPC)
Type approved sewage treatment plant certificate
nnex V, Prevention of pollution by Garbage from ships
Defined as all other waste not covered by the previous annexes.
Discharge of Garbage must be logged in a Garbage Record Book, and follow a Garbage Management Plan
Certificates to be carried under Annex V
IMO MEPC 220 (63) states that:
Every ship of 100 GT and above, and every ship to carry 15 or more pax, shall carry a:
Garbage Management Plan
Every ship of 400 GT and above, and every ship to carry more than 15 Pax engaged in voyages to ports or offshore terminals, shall be provided with a Garbage Record Book
Every ship of 12m or more in LOA shall display placards which notify the Crew and Passengers of the ships Disposal Requirements
