What is Coswp
Code of safe working practices
Aims to provide an international framework for the health and safety of merchant seafarers on board ship
What is a Risk assessment?
An assessment of risk, and an outlining of control measures in a task at hand
4 types:
General RA (company performed)
Task specific, created on board pertaining to a task
Tool box talk
Dynamic, performed by us, the seafarers day to day
5 stages of risk assessment?
Identify the hazards
Decide who may be harmed and how
Evaluate the risk and likelihood/consequences
Record and implement your findings
Review and update as required
Safety officer, who can be one?
Someone who has on board experience of at. least two years, and has undergone the shore based safety officer training training.
Employed by the company
Role of safety officer
Prioritise safety culture on board
First port of call for anything safety related
Implement and maintain safety procedures onboard
Remain in contact with company about safety culture and procedures on board
Heavily involved in the permit to work system
Ensures distribution and use of safety
equipment on board
Who is part of a safety committe?
Master must chair it
Safety officer
Junior officer to take minutes
Safety representative, voted in by the crew
HOD’s should be present
What is the role of the Safety committee?
Discusses safety culture monthly on board
Speaks about any issues arising within the last month
Can advise the company about necessary changes amendments to the SMS
Can be part of another meeting
Discuss minutes of the last meeting and out standings
Accidents on board or in the fleet/industry
Review of PTW system
Review of safety inspections
Discuss drills and training
Results of any external inspections
Chance to re-vote the safety representative for crew
Minutes are typed up and posted for crew to read
Cover during a safety induction

Full walk around for safety equipment
Full walk through of procedures

Who is not allowed to work aloft?
Anyone with less than 2 years experience on board
UNLESS part of a recognised training program, and their lack of experience has been adequately risk assessed
Entering an enclosed space:
Perform Enclosed space entry drill
“Tool box talk
Risk assessment
Permit to work
Comms with bridge
PPE
Adequately lit”
THEN
Safely open the space to mechanically ventilate, until safe for entry
Test for:
oxygen (02metre, 20.8%)
Toxic Gases (multi gas metre) Time weighted threshold
Explosive atmosphere (combustible gas metre) less than 1% of the lower explosive level
Sample space at multiple locations
Call Engineers to lock out / tag out
BA equipment for entry
EEBD for emergency escape
Personal gas detectors to be worn
Use of intrinsically safe Radios and flashlights
Harness, stretcher, winch
Someone on standby comms with bridge
Reporting procedure established
Space guarded against entry
Close off during break periods and test air again after break
Close off permit post works and secure space completely at end of day or completion of work
