what is ISM
The ISM Code sets out the minimum International standards for the safe management of my vessel, thus ensuring people are safe, property is not damaged and the marine pollution is prevented.
Who needs to Comply with ISM ?
Mandatory for vessels over 500 GT.
Why do we have an SMS?
By having an SMS we ensure that the ship and Master are meeting the requirements of the various Organizations and Conventions. (STCW, SOLAS, MARPOL, MLC, Tonnage, Load Line)
Parties involved producing SMS?
1) Owner – Appoints designated person ashore, produces company S.M.S.
2) Master – Responsible for implementation on board, reporting deficiencies to D.P.A.
3) Flag state – Audit for compliance, issue D.O.C. and Safety management certificate
Requirements of SMS What is inside of it ?
SOCREM
1) Safety and environmental policies
2) Operating and instructional procedures for safer, cleaner, compliant ships
3) Communication and defined levels of authority, on board and ashore
4) Reporting procedures for non- conformities and accidents
5) Emergency response procedures
6) Management review and internal audit of the S.M.S.
What is a DOC?
A Document of Compliance (DOC) will be issued to a Company when the shore-side aspects of the SMS are fully compliant with the requirements of the ISM Code.
What is a SMC?
Following a successful audit, a SMC will be issued to each individual ship provided that the Company holds a valid DOC and is complying and operating under their SMS.
- valid for 5 years
- copy of each SMC should be retained in the Company’s office records, the original being placed on board
Who is the DPA?
DPA – Designated Person Ashore
- Must be well experienced in the operations of a ship at sea and in port
- Must have direct access to the highest level of management in the company
- monitoring the safety and pollution prevention of the ship
What is Flag state ?
- National
o E.g. ensuring UK vessels are inspected and comply with UK legislation and regulations
What is Port State?
- International inspection of foreign ships to ensure that ship complies with international regulations
