Here, "Tōkyō" is marked by the "e" particle, and can be moved around in the sentence as a unit. For example: 明日友達に東京へ会いに行きます。 あしたともだちにとうきょうへあいにいきます。 Ashita tomodachi ni Tōkyō e ai ni ikimasu. In the above sentence, the "Tōkyō e" unit has been placed in front of "ai ni ikimasu," and the sentence retains its original meaning.
