- Hoover still believed the Depression would solve itself
- Thought that the same policies/attitudes (e.g. Laissez-Faire) that created the boom of the 20s would work to get us out of the depression
- Thought that gov interference would stop people from helping themselves and would create a dependency culture – rugged individualism
- Said people had to help themselves through hard work and a ‘can-do’ attitude
- At first he called on industry to create new jobs, to look after elderly, sick and unemployed
