What are the employers responsibilities under the Health and Safety at Work etc. Act 1974?

A

All employers must ( so far as is reasonably practicable):

  • Make the workplace safe
  • Prevent risks to health
  • Make sure that plant and machinery is safe to use
  • Make sure safe working practices are set up and followed
  • Make sure that all materials are handled, stored and used safely
  • Provide first aid facilities
  • Report any injuries, diseases and dangerous occurrences (RIDDOR) to the HSE

  • Contractors (those who carry out the actual construction work)

  • Workers (those working for or under the control of contractors on a construction site)

Organisations or individuals can carry out the role of more than one duty holder.

A

The plan must outline

  • Health and safety arrangements
  • Site rules
  • Specific measures for work involving risks listed in Schedule 3 e.g. explosives

  • Dangerous occurrences (such as plant coming into contact with an overhead power cable)

A

A

All UK water companies require individuals entering ‘Restricted Operations’ such as clean water sites to hold a National Water Hygiene blue card which is an alternative to the CSCS for utility workers.

A

A Construction Skills Certification Scheme (CSCS) card provides proof that an individual has the appropriate training and qualifications for the job they do.

There are 13 different cards, reflecting the many occupations and qualifications within construction. For example, a green card is for a labourer.

When visiting the site how did you ensure you were aware of the requirements for that particular site?

  • I attend a Site Induction if it is my first time visiting the site. Site Inductions are site specific and highlight the H&S arrangements and site rules on the project.
  • Otherwise I report to the Supervisor to be briefed on any particular hazards for that day if I have already been inducted on a site

What would you do if you saw something dangerous being carried out on site?

  • If the situation was presenting an immediate danger to life or health, I would intervene to stop the activity, but only if it was safe for me to do so
  • After stopping the activity I would then notify this to the Supervisor immediately

A risk assessment should be carried out whenever there are potential hazards or risks in a working environment, example of situations when a risk assessment should be carried out include:
- Display Screen Equipment (DSE)
- Manual Handling
