On the Williamsgate project how did you go about costing the change?
o The CE was assessed in accordance with clause 63.1 and the Shorter SCC
o Mainly involved liaising with the design team to confirm which components would become subject to Regulation 31 and thus needed changing
o Following which the forecast defined cost of such components to be omitted needed to be agreed with the Contactor – this involved reviewing various supplier and subcontract quotations against the current design
o Subsequently the forecast defined cost of the new Regulation 31 compliant components needed to be agreed – again this involved reviewing various supplier and subcontract quotations and liaising with the design team
o The additional design time also needed to be assessed which again involved obtaining a breakdown from the contractor and reviewing this with the design team
How did you assess the time impact?
o The time impact was assessed in accordance with clause 63.3
o This involved input from the Project Manager, Supervisor, Engineering disciplines and the planner
o It involved obtaining supplier lead in times and subcontractor programmes such that the Accepted Programme could be impacted (i.e. various activities and logic) and the impact on planned Completion assessed
o In summary, it involved accounting for and incorporating design time, component lead in times and subcontract installation activities onto the Accepted Programme
Did you consider factors other than cost/time?
o Not specifically, but by having input from other project team members, factors such as
Health and safety
Regulations and
While life cost
o Were considered
What was the cost implication of this advice?
o I am employed by the client and so other than my salary there was no direct cost to the client for this advice other than my salary
o However, I book my time to projects and the time spent on this matter would have covered within my normal time allocation/ forecast for this project
What other factors did you consider other than cost?
o N/A?
On the Franklaw project, why were these planning conditions not reflected in the Work information?
o The contract was awarded before planning consent was fully obtained due to the need of achieving a regulatory date
o Hence why the matter was listed an additional Employer’s risk
How did you go about ascertaining the costs associated with the tarmac access road?
o The CE was assessed in accordance with clause 63.1 and 63.3 of the NEC3 ECC
o This involved obtaining a quotation form the Contractor together with a breakdown of the subcontractor’s quotation for the works
o Given that stone was included already with the scope, the assessment related to the extra over cost only of installing tarmac
Were there any life cycle implications to be considered?
o The requirement for tarmac was stipulated by the Local Authority
o However, in terms of life cycle costing – despite the initial capital expenditure being more slightly more expensive compared to just stone, the life cycle cost of tarmac is lower due to reduced maintenance requirements
