Shipping Papers:
Truck- Bill of Lading–in cab within reach of driver
Railroad-WAYBILL- conductor in caboose/engine
Aircraft -AIR BILL- is kept by pilot
Ships- cArgo manifest- master/first mate
If no info is available from placards or chemical names on the vehicle , obtain TRANSPORTERS NAME on vehicle, license plate number and STATE, which can be checked by POLICE DEPT. COMPUTER.
and…OWNER of vehicle can then be contacted for identification of contents…similar procedure for railroad cars
As much info as available should be transmitted to responding Haz mat unit, including :
- NAME of material
- 4 digit number
- Quantity
- Type of release (explosion, leaking valve )
- Color of vapor
- fuming or not
- reaction to surrounding material
- any other info
Emergency Response Guidebook (ORANGE )
issued to ALL UNITS and carried on apparatus
- By 4 digit ID number on placard or orange panel or
- By 4 digit number on shipping papers or packages or
- name of material
LAST RESORT using Guidebook is ?

In general, Dept. of Transportation regulations require placards to be posted ONLY on trucks that are transporting OVER 1000 POUNDS of particular material …
it is possible to have vehicles transporting UP TO 1000 POUNDS of a hazardous substance without placards visible on the outside of the vehicle
- do not assume that small leak is insignificant
- EMPTY CONTAINERS may be MORE HAZARDOUS than full ones
Do NOT use water on ANY SUBSTANCE THAT IS FUMING until after proper ID AND HAZARD ASSESSMENT ..

- sprayed on asbestos fire retarding for steel
- Ceilings (white popcorn)
TRANSMIT 10-80 , specifying asbestos release
- minimize commitment of forces as conditions permit
- Strictly enforce mask policy
- WET ACM by using FOG or SPRAY stream to prevent fibers from becoming airborne
- members who operated may not leave until it is determined they were not exposed, or asbestos was not present.
- limit overhaul to minimum and use Haz Mat unit to complete overhaul
