ERP/Fire Tactics and Procedures Flashcards
Early recognition of incident hazards and potential risk is essential. The initial responsibility for assessment of incident hazards lies with FIRST RESPONDING UNITS….key clues are?
Occupancy and Location
Container Shapes and Sizes
Markings and Colors
Placards and Labels
Shipping Documents?
Trucks- Bill of Lading
Ships/Barges- Cargo Manifest
Airplanes- Air Bill
Railcars- Waybill
Exclusion Zone?
“HOT ZONE”
- innermost area considered contaminated
- an ACCESS CONTROL POINT must be established at the periphery of the Exclusion Zone to control flow of personnel and equipment between exclusion zone and crz
- HOTLINE, BOUNDARY of the Exclusion Zone should be established INITIALLY BASED ON THE TYPE OF RELEASED MATERIALS AND THE INITIAL INSTRUMENT READINGS
- RED barrier tape
- People, equipment, apparatus leaving Exclusion Zone should be considered contaminated and must be decontaminated
Contamination Reduction Zone?
‘WARM ZONE’
- lies between exclusion and support zones
- ALL DECON activities take place in CRZ
- YELLOW BARRIER TAPE
- exiting CRZ to the Support Zone requires removal of SUSPECTED or KNOWN contaminated PPE or equipment
- SAFE REFUGE AREA
Gross Decon?
can be EMERGENCY OR NON EMERGENCY
Emergency decor may be ncessarry in potentially life threatening situations to remove contaminants from victims as expeditiously as possible and may or may not involve the formal establishment of a decontamination system
remove large amounts of contaminants in a short period of time
2 methods:
Wet-handlines, showers, mass decon
Dry- removal of clothing
-tech decon more thorough decon process and flows gross decon(victim have generally been medically stabilized and time is not critical)
For the safety of all fire personnel, as well as hospital staff…?
victims should be decontaminated prior to medical treatment and transport, WHENEVER POSSIBLE (bluff: always )
Separate Decon areas should be established for…?
EMERGENCY PERSONNEL- separate Decon
Support Zone?
“Cold Zone”
- outermost area
- UNCONTAMINATED
- NO contaminated persons, equipment or apparatus are permitted in this zone
- CASUALTY COLLECTION POINT
Level A?
-level of special protection required in each zone at an incident will be determined by IC based on size up and mentoring dat provided by the officer in charge of hazard mat resources
highest level of skin and respiratory
-SCBA inside vapor tight clothing
Level B?
-highest level of respiratory protection, LOWER level of skin
Level C?
- minimal skin and respiratory protection
- APr and PAPr
Level D?
- minimal protection
- used to guard against nuisance contamination only
Structural Firefighter PPE/bunker gear….
is NOT CLASSIFIED AS CPC CLOTHING
Firefighters assigned to Engine and Ladders are trained at a minimum?
Operation Level
Who can authorize the use of APR?
IC
- air contaminant identified
- oxygen level /19.5%-23.5%
- concentration of material has been measured
- filter cartridge is specific for the contaminant
- air monitoring is on going
-CROSS REF: SCBA AUC 220(ABSESTOS /BIOLOGICAL//RADIOLOGICAL/DECON
Initial monitoring?
in firefighting PPE and SCBA to determine proper level of PPE
-establish rescuer decontamination area prior to entry - this may be done by an engine company with a handline and fog nozzle if timing is critical and Haz Mat resources are not on scene
Primary objective of the CPC Ladder Companies ?
perform rescue operations of non-ambulatory victims in the contaminated area or Exclusion Zone
- OPERATE IN EXCLUSION ZONE only when Tech companies are monitoring environment
- train in all levels of CPC
Evacuation?
involves moving threatened persons to a shelter in another area:
- there is an immediate danger of fire or explosion
- potential for a discharge is great, it has not take place and there is time to relocate
- discharge has taken place but people are sufficiently protected to permit time for evacuation
- people not yet in the path of a release will be threatened by changing conditions
