Q

Exclusion Zone?

A

“HOT ZONE”

  • innermost area considered contaminated
  • an ACCESS CONTROL POINT must be established at the periphery of the Exclusion Zone to control flow of personnel and equipment between exclusion zone and crz
  • HOTLINE, BOUNDARY of the Exclusion Zone should be established INITIALLY BASED ON THE TYPE OF RELEASED MATERIALS AND THE INITIAL INSTRUMENT READINGS
  • RED barrier tape
  • People, equipment, apparatus leaving Exclusion Zone should be considered contaminated and must be decontaminated

Contamination Reduction Zone?

A

‘WARM ZONE’

  • lies between exclusion and support zones
  • ALL DECON activities take place in CRZ
  • YELLOW BARRIER TAPE
  • exiting CRZ to the Support Zone requires removal of SUSPECTED or KNOWN contaminated PPE or equipment
  • SAFE REFUGE AREA

Q

Gross Decon?

can be EMERGENCY OR NON EMERGENCY

Emergency decor may be ncessarry in potentially life threatening situations to remove contaminants from victims as expeditiously as possible and may or may not involve the formal establishment of a decontamination system

A

remove large amounts of contaminants in a short period of time

2 methods:
Wet-handlines, showers, mass decon

Dry- removal of clothing

-tech decon more thorough decon process and flows gross decon(victim have generally been medically stabilized and time is not critical)

Q

Initial monitoring?

A

in firefighting PPE and SCBA to determine proper level of PPE

-establish rescuer decontamination area prior to entry - this may be done by an engine company with a handline and fog nozzle if timing is critical and Haz Mat resources are not on scene

Q

Primary objective of the CPC Ladder Companies ?

A

perform rescue operations of non-ambulatory victims in the contaminated area or Exclusion Zone

  • OPERATE IN EXCLUSION ZONE only when Tech companies are monitoring environment
  • train in all levels of CPC

Q

Evacuation?

A

involves moving threatened persons to a shelter in another area:

  • there is an immediate danger of fire or explosion
  • potential for a discharge is great, it has not take place and there is time to relocate
  • discharge has taken place but people are sufficiently protected to permit time for evacuation
  • people not yet in the path of a release will be threatened by changing conditions

Q

Sheltering in place?

Decision to shelter in place is appropriate when the HAZARDOUS MATERIAL WILL NOT AFFECT THE STRUCTURE AND ITS OCCUPANTS , or the hazard will pass a structure with LITTLE INFILTRATION

A

involves giving instructions to people to remain where they are until the danger
passes:
-pre-planning identified options for problem areas such as hospitals, jails, nursing homes, and public assemblies
-evacuation cannot be properly managed with the manpower, resources and facilities presently available
-LOW to MODERATE toxicity
-TOTALLY RELEASED AND DISSIPATING
-SMALL quantity solid or liquid leak
-MIGRATING VAPOR of LOW TOXICITY AND QUANTITY AND PIPEO ARE SAFE INDOORS THAN OUTSIDE
-release can RAPIDLY be controlled at source

20
Q

Initial rescue actions should concentrate on removing ABLE BODIES (AMBULATORY ) PERSONS FROM IMMEDIATE DANGER

A
  • complicated rescue situations should be carefully evaluated before attempted
  • If initial units determine there is a KNOWN LIFE HAZARD prior to the arrival of haz mat resources with CPC, a risk analysis must be done to determine whether they should attempt rescue of the victim
21
Q

If probability is high that the victim is not viable, rescuer or recovery should not be attempted if it will place the rescuer at unnecessary risk

A

the danger of exposure to unknown chemicals or a potential explosion may also make the risk unacceptable

22
Q

If decision is made to attempt a rescue, plan for:

A

back up team to rescue or assist the entry team

  • decon handline in place and dedicated to the entry team
  • medical personnel staged nearby for triage immediately after decontamination
23
Q

First Ladder Company

HAIR

A
Hazard Assessment (two teams)
-no person involved in the operational activities of these teams is to work alone

Hazard Assessment/Information Resources

24
Q

1st Ladder LCC?

A
  • position apparatus OUT OF THE HAZARD AREA AS A BARRIER FOR SITE ACCESS CONROL AS ORDERED
  • REMAINs with apparatus until further notified
  • establish physical barriers to area access using apparatus, barrier tape, traffic cones, traffic signs
25
Q

1St Ladder Team 1: Hazard ID

A
  • identify occupancy and location(upwind, if possible)
  • container shape and size
  • any visible markings, colors, placards
  • PROVIDE PRIMARY SEARCH REPORTS FOR LOCATIONS ENTERED
26
Q

1st Ladder Team 2: Information Resources

A
  • back up team for team 1
  • access hazard action guidebook(locate appropriate guide , isolation and evacuation recommendations )
  • confirm guide number
27
Q

2nd LADDER TEAM?

IREZ

A

SITE ACCESS CONTROL (establish initial exclusion zone)

Information Resources/Exclusion Zone

28
Q

2nd LCC ?

A

remain with apparatus until further ordered (same as 1st LCC)
establish physical barriers to area using apparatus, barrier tape, traffic cones and signs(same as 1st LCC)

29
Q

2nd Ladder/Team 1

A

INFORMATION RESOURCES

-assist 1st ladder with site assessment, back up or information resources

30
Q

2nd LADDER/TEAM 2

A

INITIAL EXCLUSION ZONE

  • ESTABLISH PHYSICAL BARRIERS AS AN INITIAL EXCLUSION ZONE USING RED TAPE, UTILITY ROPE, TRAFFIC CONES
  • remain outside exclusion zone to deny access until relieved or as ordered
31
Q

First Arriving Engine COMPANY?

NEAR

  • nearby sewers
  • exposures
  • access/egress
  • run off of the stream

remain together AS UNIT , unless ordered by IC

A

WATER SUPPLY
-a line should be stretched but NOT placed into operation until ordered by IC
-uphill and upwind
Determining Size and Placement:
-PROXIMITY OF access/egress control points for decon of team members/victims
-protection of exposures
-run-off of the stream
-nearby sewers and drains that may affected

if necessary, MAY PERFORM CFRD

32
Q

Second Arriving ENGINE?

remain together as unit

A

SITE ACCESS CONTROL

  • coordinate with Second Ladder in Site Access Control
  • may assist 1st Engine in water suppy

MAY PERFORM CFRD

33
Q

3RD ARRIVING ENGINE?

A

SHOULD BE ASSIGNED CFRD (members and victims)
-if first or second arriving engine company is already assigned CFRD , then 3rd Engine should be assigned to water supply and decon or site access control(IMPORTANT: 3RD DUE CAN BE WATER SUPPLY OR SITE ACCESS)

34
Q

START

Simple Triage and Rapid Treatment on Decontaminated Patients in the Support Zone

A

Black Tag (deceased) - NO VENTILATIONS present after 1 attempt to reposition airway

RED TAG (IMMEDIATE)- ventilations present after repositioning airway, respiratory rate greater than 30 per min and absent radial pulse or are unable to follow simple commands

YELLOW TAG (Delayed)- respiratory rate less than 30 breaths per min, radial pulse is present, follow simple commands, but the patient has injury not Immediate or Minor

GREEN TAG (MINOR)- walking wounded

35
Q
