What is the definition of EAT?
EAT is the time at which an aircraft is expected to be cleared to leave the inner holding facility following a delay, to commence its approach for landing. EATs are issued when landing delays exceed 20 mins.
If an aircraft is instructed to enter an en-route hold, under what circumstances should it be issued with an OCT and when should an EAT be issued instead?
OCT is an ‘onward clearance time’ and should be issued whenever an aircraft is instructed to enter an en-route hold. It is calculated by the sector team based on the best delay information currently available. If the aircraft’s destination is covered by AMAN, then an EAT will be issued instead.
What must an aircraft never be told in regards to en-route holding? If it is not possible to immediately provide an accurate OCT, what should the flight crew be told?
An aircraft must never told that en-route holding is indefinite. If it is not possible to provide an accurate OCT, then an arbitrary OCT requiring 10-15 minutes holding, which must be updated to an accurate time before the arbitrary time has elapsed.
When should ‘delay not determined be used?
When relaying information with regards holding at the inner stacks, for reasons other than weather, where the extent of the delay is not known. This phrase should not be used by LAC controllers in relation to aircraft holding en-route.

What is the procedure for obtaining a standby frequency?
- Request through GS
- GS shall select the appropriate frequency using the SIS page and advise the OS that it is in use, who ensures that the SIS is updated to show which sector is using the frequency
Why may a pilot request delay information from ATC?
When unanticipated circumstances may result in landing at the destination aerodrome with:
- Less than final reserve fuel, plus fuel required to proceed to an alternate aerodrome; or
- The fuel required to operate to an isolated aerodrome
When would a pilot declare “minimum fuel” and what considerations should be given to this aircraft?
When committed to land at a specific aerodrome and any change to the existing clearance to that aerodrome may result in landing with less than the planned final reserve fuel.
This is not an emergency situation, but it should make ATC aware that an emergency situation is possible should any additional delay occur, and that all planned aerodrome options have been reduced to a specific aerodrome of intended landing.
When will a pilot declare a fuel emergency?
When the calculated usable fuel predicted to be available upon landing at the nearest aerodrome where a safe landing can be made is less than the planned final reserve fuel.
What responses would be given to a pilot declaring “minimum fuel”?
Examples would be:
“Roger, no traffic delay expected”
“Expect [number] minutes delay”
“[Number] miles from touchdown”
What are a controller’s actions on receiving a report of malicious use of a laser against an aircraft?
Acknowledge the report from the pilot and seek as much information as possible, including:
- time of attack
- altitude and position at the time of the attack (including approx. latitude/longitude if possible) together with any information on the location of the source of the laser
- Description of the laser light, i.e. colour, whether continuous or pulsing
- Any avoiding action taken
- Any impact upon vision/concentration
Controllers should anticipate the need for the pilot to adopt manoeuvres or operational techniques to minimise the impact on the aircraft.
For 30 minutes after the last reported attack, controllers must advise other aircraft in the vicinity that laser activity has been reported. The controller shall advise the GS as soon as possible so that police action can be taken.
