Princess Park: Break down the stages of Statement of Need, Strategic Brief and Project Brief in relation to your summary?
Statement of Need - Determine composition of walls/roof, timely reporting and minimise disruption to tenant.
Strategic brief - Specialist asbestos and cladding contractors requirement, Determined stakeholders requirements in sustainability, quantity investigated areas required.
Project brief - Site investigation locations proposed by cladding specialist, date of inspection when everyone can attend, Means to deal with Asbestos if found and their posed additional timescales, envisaged reporting date. Access method using an electric MEWP.
Princess Park: Why was an electric MEWP suitable?
I considered diesel MEWP - Didn’t align with tenants mission and minimising disruption was key to the client.
I considered scaffolding - Various locations required which wouldn’t be costly, also in the event of a change of investigation location this wouldn’t be timely and further costly.
Electric MEWP met the requirements of the project.
Princess Park: In relation to Cost, Quality and Time - what did the client prioritise?
Time - the client wanted timely reporting the most as my inspection formed part of a deal between vendor and purchaser.
Followed by Quality to ensure minimal disruption and damage to building.
Cost lastly as the client needed the information as part of their deal.
Princess Park: Why did you think it was suitable to have an Asbestos Surveyor present?
Typical age/building type which would - 1970s industrial building and therefore may have contained deleterious materials. Alarm bells ringing because of the over clad - why was this done?
Unknown composition - under Regulation 5 of CAR 2012 you must assume the material was asbestos if it cannot be confirmed it’s not, therefore enabling an asbestos surveyor to be present.
Princess Park: What did you clients want to know about the composition of the building?
The material composition and build up wasn’t highlighted in the purchaser’s pre-acquisition survey.
They needed to confirm if the walls/roof contained flammable cores (polystyrene like material). It was found to be mineral wool which may have become contaminated by the Galbestos.
Princess Park: What happened when you found the Galbestos?
It was identified until I received the asbestos surveyor’s lab results and report.
This formed my report and made all parties aware of the material under my obligations under HASAWA 1974 and RICS Asbestos note.
Princess Park: What do you know about Galbestos?
An asbestos felt is pressed into the surface of a hot dipped galvanised steel carbon sheet to form a mechanical bond between the zinc and the asbestos hence the name Gal-bestos.

In the typical aging of Galbestos, the colour coat hardens and shrinks. This causes cracks to appear in the finished coat.
Recoat or remove, subject to risk assessment and asbestos consultants guidance.
Princess Park: Why did you use a specialist cladding contractor?
- Needed a contractor to carry out the investigations fore mostly.
- Appointing a specialist limited damage and disruption to the building through their specialist knowledge.
