Princess Park: Please breakdown the stages of Statement of Need, Strategic Brief and Project Brief relating to this job.
Statement of Need: Information needed about building, minimise disruption and timely reporting.
Strategic brief: Cladding contractor required, stakeholders requirements, asbestos consultant required, access requirements.
Project brief: Inspection locations dictated by the contractor due to specialist knowledge of build up, requirement to keep carbon emissions low, asbestos testing in the event it was discovered, cherry picker and scissor lifts needed, programme and quotes received.
Princess Park: Why was an electric MEWP suitable?
I considered the use of a tower scaffold though due multiple locations needed and due to the uncertainty of the exposure, the job required a flexible approach.
Electric MEWP’s were suitable as this had low carbon emissions. We also utilised a local supplier to reduce the carbon footprint of the delivery. The tenant was satisfied with our choices.
Princess Park: In relation to cost, quality, time - what was their order on the project?
Time - Client needed timely reporting to get the deal over the line.
Quality - Minimise disruption to the tenant and damage to the building.
Cost - Cost was the least as the client needed this carrying out to get their deal over the line.
Princess Park: Why did you think it was suitable to propose an Asbestos Consultant attend?
I knew the building was older than 1999 and therefore did not know the composition of the original walls and roof. I therefore had to assume asbestos was present if I could not guarantee it wasn’t, this is an approach stated in CAR 2012 - Section 5.
Princess Park: Why did you clients need to know the composition of the walls/roof?
The inspection formed part of a deal, the purchaser needed to know the composition of the walls and roof for insurance purposes as they needed to know there weren’t any flammable cores. We were jointly instructed.
Princess Park: What happened when you found Galbestos on site?
Samples were taken by the asbestos consultant, all operatives including myself were wearing PPE.
The findings formed part of our report and was issued to both clients.
Princess Park: What do you know about Galbestos?
Its an asbestos coating to a metal cladding sheet, manufactured from 1948-1979 and was very durable.
Carbon steel metal cladding sheet was hot dipped into galvanised, Asbestos felt is pressed onto the surface of the cladding sheet which created a bond therefore turning into GAL-bestos. Asbestos fibres were encapsulated by the felt (asphalt)
Nowadays the coating can be identified has hardening and shrinkage of the finish.
Princess Park: Why did you need a specialist cladding contractor?
I needed a specialist to carry out the works opening up works. Furthermore they were able to provide specialist knowledge on the locations to expose the cladding to ensure minimal damage.
