FDNY Collapse Rescue Plan
- Reconnaissance (also shut down utilities)
- Accounting for and removal of the surface victims
- Search of the voids
- Selected debris removal and tunneling
- General debris removal
Dunn’s Collapse Rescue Plan
- Secure the Area
- Survey the site of the collapse
- Shut off all utilities
- Search for and remove surface victims first
- Search all voids and spaces created by the collapse structure
- Take a time out
- Tunnel and trench to buried and trapped victims
- General rubble removal
Engine Company Responsibilities
1st Engine - Water Supply, Stretch sufficient 2-1/2” hose to cover entire site, consider stretching 3-1/2” for T/L, remain together unless ordered by the IC
2nd Engine - Ensure 3-1/2” supply line stretched to TL, assist 1st Engine, CFR-D duties
3rd and subsequent arriving Engines - Additional lines, Water Supply, CFR-D, and removal of lightly buried victims
Priority of Engine Operations
- Extinguish active fire in affected building AND surrounding debris
- Protect exposures
- Extinguish burning vehicles w/in the “VICINITY of the collapse”
- If no fire, then stretch 2-1/2” to cover operation and 3-1/2” for TL
Ladder Company Responsibilities
1st Ladder - Scene Survey, Hazard Assessment and Control, Remove surface victims, perform preliminary void search
2nd Ladder - Immediately begin process of controlling utilities (Gas, Water, Electric), Assist with life safety
3rd and subsequent arriving Ladders - Search additional voids, Assist with utilities, Debris removal, Cut timbers, and Assist with victim removal

-Transmitted for collapse conditions requiring extensive rescue or search
Emergency Signaling System at Collapse Operations
- 1 Long Blast (3 seconds) = Cease Operations/All Quiet (1 word - “STOP”)
- 1 Long and 1 Short Blast = Resume Operations (2 words)
- 3 Short Blasts (1 second each) = Evacuate the area (3 words - “GET OUT NOW”)
Search Markings
- Single slash with Unit ID ( / ) = Operations in progress
- Second crossing slash ( X ) = Personnel has exited the area
- Markings are 2’ x 2’ and of lime yellow color
- Top quadrant = Date and time the company left the area
- Right side of quadrant = hazards w/in the space
- Bottom of quadrant = number of live AND/OR dead victims still inside
Victim Location Marking System
- Large V, 2’ (feet) in height = Location of known or potential victim
- Circle painted around V = Location of a potential victim confirmed
- Horizontal line through V = confirmed victim deceased
- Vertical line painted through the Confirmed Victim mark = Victim Removed
