28.22.1 The constitution of a Commission of Examiners for a mechanical engineer’s or an electrical engineer’s certificate of competency shall be as fellows-

A Chief director, director or deputy director who is a certificated mechanical and electrical engineer (mines) (the chairman); an officer in the service of the Department who is a certificate mechanical or electrical engineer (mines); at least two certificated mechanical engineers and at least two certificated electrical engineers: Provided that for the purpose of this regulation “certificated engineer” means a person who holds a mechanical engineer’s or an electrical engineer’s certificate of competency, which certificate has been granted in terms of regulations made under section 63 of the Minerals act, 1991 (Act No.50 of 1991), under section 35 of the Machinery and Occupational Safety Act, 1983 (Act No.6 of 1983) or under any other prior law.

  1. 23.1 An applicant shall not be accepted as a candidate for the qualifying examinations, unless he has produced evidence satisfactory to the Commission-
    (a) that he has attained the age of 23 years;
    (b) of his sobriety and general good conduct;
    (c) that, except as is provided for in regulation 28.23.2 and 28.23.3, he has had at least nine years of practical experience acceptable ot the Commission and appropriate to the certificate for which he wishes to qualify; and
    (d) that he has academic qualifications as stipulated in the rules framed under regulation 28.6
