6
Q

how does the air quality regulatory process work for businesses and stationary emissions?

A
  1. Fed Clean Air Act and EPA set standards
  2. California Clean Air Act also sets standards
  3. Regional Air Quility Managment Districts come up with plans to achieve these goals and submit the plans to the CARB and to Federal EPA.

Q
  • what are NAAQS?
  • who decides?
  • What give authority?
  • What do this do?
A
  • National Ambient Air Quality Standards
  • EPA
  • Clean Air Act
  • regulate limits on 6 main pollutants, many come from cars etc, but other come from industry, mining, and agriculture.

10
Q

What is an “attainment plan”

When must one be done?

A

Regional Air Quality Managment Districts must make a plan on how they will get into comliance with CA Ambient Air Quality Standards

When a region is not in compliance with thr CA Ambient Air Quality Standards

A

fugitive dust control plan:

Apply dust suppressants (polymers/emulsion that make dust clump together until veg can group etc to prevent dust from blowing)

16
Q

fugitive dust control plan:

stop demo at what winds speeds?

A

25mph

17
Q

fugitive dust control plan:

Construction activity

demo activity

A

fugitive dust control plan:

Apply water every 3 yours to disturbed areas

apply water every 4 hours with 100’ of structure to be disturbed

18
Q

fugitive dust control plan:

scraping/ loading and unloading soil:

A

fugitive dust control plan:

ensure soil has moisture content of 12% min.

or use a movable sprinkler

19
Q

fugitive dust control plan:

Construction traffic speed limit to reduce dust

A

15mph

20
Q

fugitive dust control plan:

Trucks full of dirt:

A

fugitive dust control plan:

  • tarped with a fabric cover
  • maintain 12” free board height
21
Q

fugitive dust control plan:

max percent openness when a wind screen fence is used?

A

50% open max usually

22
Q

Soils with Toxic Air Contaminant:

Main concern of Air Boards

A

Toxic contaminants getting throw up into the air

23
Q

Fugitive dust control plan: 7 things

A

Fugitive dust control plan:

  1. Track-out controls
  2. Water down
  3. Material Storage (so it doesn’t blow around etc)
  4. Wind control/avoidance
  5. Chemical stabilizers
  6. Speed limits
  7. Monitoring and reporting
24
Q

Catch 22 trying to control dust during a drought?

A

Regional Air Quality control board requires the site to be watered to control dust but the Regional Water control Board says you cant use potable water to do it….unless you get an exception. This is not always the case…just recently i believe

25
Q

What 3 main chemicals does the CA Clean Air limit in relation to generator exhaust?

What engines does this not apply to?

A

Nitrogen oxides: )NOX) 11 PPM
Volatile organic compounds (VOC) 30 PPM
Carbon monoxide (CO) 250 ppm

1, 50hp or under

  1. operate less than 500 hours per year
  2. consume less than 1trillion BTU a year
26
Q

Does an emergency backup generator require a permit form the AQMD?

A

Depends on the AQMD but typical if its over 50hp a permit will be required for construction (although it will likley not have to comply with the same air quality standards)

27
Q

examples of facilities that create generator exhausts that AQMD would be interested in and regulate

A
water and sanitation distrcuts
gas and power plants
hospitals
breweries
correctional facilities
28
Q

what is the of the regional air guy in LA

A

South Coast Air Quality Management District (SCAQMD)
