Catch 22 trying to control dust during a drought?
Regional Air Quality control board requires the site to be watered to control dust but the Regional Water control Board says you cant use potable water to do it….unless you get an exception. This is not always the case…just recently i believe

Depends on the AQMD but typical if its over 50hp a permit will be required for construction (although it will likley not have to comply with the same air quality standards)
