1864-70

A
  • Aimed to replace the rights and obligations of the former serfs
  • Local government of elected council members (nobles had most of the electing power)
  • Power to improve local services like schools
  • Governors could still overturn decisions

A
  • New system was modelled on the West
  • Judges appointed by Tsar and were trained and paid
  • Courts were open to public and press
  • Sometimes jury sympathised with the victim and let them go

Key points of Educational reforms (4)

1863-64

A
  • Universities given the opportunity to govern themselves and appoint staff
  • Responsibility for schooling was passed to the Russian Orthodox church
  • Primary and secondary education was extended, with modern schools established at secondary level for those who didn’t want a classical education – you could go to uni from both
  • Saw an increased number of militant and radical thinkers

  • Nicholas I had extendedrelaxation of press censorship to all books and newspapers
  • Press could print editorials with comment on government policies
  • 1855 = 1020 books published

  • Halfhearted attempt to eliminate corruption from the church - failed
  • Some reforms of the condition of Jews and ethnic minorities - failed
  • Minister of Finance Mikhail Reutern also brought some economic liberties – survived
