5 210-01 Prisoners-General

(Prisoner HOLDING pen cells are used every day when we collar.
Prisoner DETENTION cells are used when CB is packed and perp is held over waiting for arraignment.)

UMOS should know perps must always be searched before they are moved (field to house, house to CB, ETC.)
Cells at command belong to ________ and the D.O must request them to assign cell space and determine method of transportation to an activated detention facility
(Tell BCS perps name/gender/physical condition
AND Pct of arrest/arrest #/status of arrest process AND next destination)

However if you are notifying BCS in regards to using your “unactivated cells” (prisoner detention cells) for a BEIEF period then give BCS Name, gender, age, charge, reason and amount of time to be lodged. (No arrest #, status of arrest, or next destination)

For FOA prisoner, if federal court or detention facility unable to lodge. CJB has designated _____________ to detain until federal entity is ready for intake

D.O should know to NOT confine female prisoner with a nursing baby in a cell. Assign female police attendant or female UMOS (IF AVAILABLE) within command, as guard.

Have child delivered to responsible member of family OR to a hospital, if mother unable to provide care.

210-03 Hospitalized prisoners-Arrests by members of OTHER police agencies

(When an arrest is effected by a member of another police agency and the prisoner is admitted to a hospital:)

The D.O Pct of arrest should advise arresting officer (of other police agency) that he/she must guard prisoner and notify agency concerned to provide relief so that arrest processing will not be delayed.
Notify agency concerned, by telephone, to provide guards around the clock.

The D.O pct of arrest should record under ________, name and location of hospital and ward or room number.

D.O pct of Arrest should notify desk officer of precinct wherein hospital located, if hospital located in other than precinct of arrest.

The D.O of hospitalized pct will provide UMOS to guard prisoner temporarily in multiple arrest cases, if arresting officer of that other agency is required to process/arraign other prisoners.

The D.O of hospitalized pct will call agency to provide relief and make follow up call WITHIN ______ if relief not provided.
D.O pct of hospitalization will also request agency to provide transportation to court at time of release from hospital.

5 210-04 Prisoners-Medical/Psych treatment

(When a prisoner in custody requires medical/psych treatment)

If prisoner goes sick from scene the _______ calls the bus and notifies the _______.
(UMOS (cop) notifies D.O, accompanies prisoner to hospital and makes A/L entry of name of person notified regarding medic alert emblem, if worn, and of the ACR#/PCR#)

5 210-04 Prisoners-Medical/Psych treatment

(When a prisoner in custody requires medical/psych treatment)

D.O/BCS should direct, IN NON EMERGENCY situations for medical/psych/drug addiction to be removed to________.

D.O/BCS should confer with medical staff at the local hospital. If medical staff determines that the prisoner has a psych condition that requires ADMISSION, then go to ________ for men or _______ for women.
(Transported by local hospitals with their private ambulance. NOT BY FDNY-EMS if going to Bellevue or Elmhurst. UMOS must get in that private bus and notify ______ PRIOR TO TRANSPORTING TO BELVUE OR ELMHURST)

For all emergencies (heart attack, breathing difficulties, serious fractures, extreme EDP, epilepsy) go to ____________

D.O then assigns UMOS to escort prisoner. Make CLE when prisoner leaves.

The D.O should direct A/O to continue arrest processing, and have another UMOS assigned to escort perp, when possible!!

Arresting/Escorting officer should rear cuff AND place leg restraints on prisoner before being transported to hospital.
(Handcuffs/Leg restraints WILL BE DOUBLE LOCKED!)
(When using leg restraints on a prisoner, the officer is to exercise caution to prevent the prisoner from falling)

Arresting/Escorting officer will remain with prisoner AT ALL TIMES.

Arresting/Escorting officer will make A/L entry of name of person notified regarding medic alert emblem, if worn, and of the ACR#/PCR#.

Arresting/Escorting officer will then notify D.O/BCS regarding medic alert/ACR#/PCR# for their entry in to command log

(D.O will ensure A/O is relieved ASAP to expedite arrest processing)

5 210-04 Prisoners-Medical/Psych treatment

Ok, so now A/O left to process and escorting officer takes over

Escorting cop requests room change if security is inadequate (This is before perp is admitted)
(P/S should request a move to more secure quarters if room is inadequate and initially responds and frequently visits when perp is Admitted! (210-02!))

If Dr. asks escorting cop to leave room during examination, you should fill him in on the collar. Stay right outside. ATTEMPT TO MAINTAIN VISUAL CONTACT. Make A/L entry.
If Dr. wants cuffs or leg restraints off fill him in on collar and don’t remove until after ______ arrives and __________ should also evaluate the need of additional personnel and equipment, such as ______ to ensure safety prior to removal of handcuffs/leg restraints.

Escorting officer then makes appropriate entries in A/L and request attending physician to sign A/L.
(If attending physician refuses indicate that in A/L)

If perp is ADMITTED to hospital, escorting officer notifies _________ who will notify ______ IMMEDIATELY!

D.O pct of arrest then inquires with department of correction prisoner ward whether prisoner admitted for PSYCH TREATMENT can be lodged in prison ward, and requests __________ take custody of prisoner.
D.O should make __________ of inquiry and notify ________ of results of inquiry with dept of correction.

(Remember 210-02 When prisoner admitted to hospital (not for psych treatment) D.O pct of hospitalization asks hospital if they have DOC ward, and if they do he notifies DOC continuously to take custody of perp!)
