It was also based on wealth and class.

1918 FISHER EDUCATION ACT: increased school leaving age to 14, nursery for toddlers,
continuation schools for post 14 workers
scrapped all fees for elementary education!!!! :D
centralised control of schools (not LEAs anymore) which meant higher wages
punished those who employed school age children, and they were obliged to release them to go to continuation schools
1926 Hadow report
1926 HADOW REPORT: ignored due to cost, but proposed school leaving age to be 15, and for primary/secondary schools for students to transfer to after age 11.
