What does “lacking mental capacity” mean?
When people are unable to make their own decisions about their care and treatment
Why is somebody with a learning disability vulnerable to abuse?
They may want to please others
They may not understand their rights
Why is somebody with dementia vulnerable to abuse?
They may not recognise abuse is happening.
They may have difficulty remembering the abuse.
They may not be able to communicate about their abuse.
Behaviour change may be associated with their condition rather than as a sign of abuse.
Why is someone who lacks mental capacity vulnerable to abuse?
They can’t tell others what is happening.
They depend on others to make decisions.
Why is someone with a sensory impairment vulnerable to abuse?
They may depend on others for their intimate care needs.
Limited experience of personal relationships.
Why is someone with a physical disability vulnerable to abuse?
They depend on others for their intimate care needs.
They might not want to lose the relationship with their carer.
Why are looked after children vulnerable to abuse?
Poor life experiences
Unable to form trusting relationships so can’t report it.

How do institutional practices make abuse more likely?
Routines and staffing on a day to day basis causes people to be abused but they can’t speak out because it is the way it has always been done.
How do residential settings make abuse more likely?
The people who work there are seen as being in a position of trust and power.
Service users are afraid to speak out in case they lose their home.
How do health services make abuse more likely?
Positions of trust - doctors etc
Under staffing.
How do independent living facilities make abuse more likely?
Not staffed all of the time
Perception that they don’t need as much support.
Might not be as visited as much.
How does being homeless make abuse more likely?
Lack of contact with friends and family so might not report it.
May stay with an abuser because they don’t want to be on the street.
What are the OTHER factors that make abuse more likely?
Situations where people are dependent on others.
Relationships where there is an imbalance of power.
Social Isolation.
Situations where there is an invasion of privacy.
Staffing issues
