The formula for estimating the IRT is the formula for rate inverted. The formula for rate is frequency overtime. The formula for estimated average IRT is time over frequency, unit of time divided by the number of responses. In general this calculation should be used only for behavior with responses that are relatively evenly disbursed over an observation period. In other words, estimated average IRT does not work well with responses that tent a cluster together in a long observation.
