What must be done when placing a person in a holding cell?
- Enter information on Detainee Information Sheet (Adult or Juvenile sheet.)
- Perform inventory search of subject.
- Handcuff subject behind back

What is needed if a detainee is secured to a fixed object in the holding cell?
- Transport as soon as possible.
- Document in report

How often will officers conduct welfare checks of detainees in a holding cell?
Every 30 minues and log times into detaine log sheet.

Can an officer conduct the detainee welfare check by viewing the camera feed?
No. Must be an in-person check.

Are detainees allowed to eat, drink or smoke in the holding cells?
No

What must occur if a detainee makes a complaint of an injury or illness
Officer will request Seattle Fire.

Whose permission is needed to detain a detainee in a holding cell for over two hours?
Supervisor

What is the maximum time a juvenile can be detained in a holding cell?
Six hours per RCW.

Who will review the detainee log sheets?
Sergeant and above

Who assigns a sergeant at the begining of a shift to inspect the holding cells?
The watch commander

What does the sergeant holding cell inspection consist of?
Inspect the holdling cells for property, evidence, contraband and sharps container. Document on Detainee Log Sheet.

How must juveniles be detained in a holding cell?
- Out of sight from adult detainees.
- Reasonable step to be out of hearing from adult detainees.
- Juvenile status offenders adn non-offenders will not be in locked cell. Must be in “unsecured” area.

What is a juvenile status offender?
A juvenile taken into police custofy for an offense that would not be a crime by an adult:
1. Runaway
2. Truancy
3. Underage possession of tabacco or alcohol
4. curfew violation
5. warrant for the above

What is a juvenile non-offender?
A juvenile under the jurisdiction of the juvenile court for:
1. Abuse
2. Neglect
3. Dependancy
4. Warrant for the above.

Who maintains the Detainee Log Sheets?
Unit/precinct adinistrative assistant after being reviewed by the watch commander.

How long are the detainee log sheets kept for?
2 years plus current.

Is the use of a spit sock considered force?
No

How must the use of a spit sock be documented?
Sergeant documents in arrest screening.
Officer documents in the report.

How often must a person wearing a spit-sock be checked on?
Continoulsy, either in person or via camera feed while the spit sock is on.

When must an officer check his transport vehicle when transporting a detainee?
Before and after transporting.

What must occur if a detainee cannot be seatbelted due to specific circumstances?
Document reason in the GO report.

What must occur when using AMR to transport to a non-medical facility?
An officer must ride in the back and a second follow.
Then complete AMR Transport Form.
Officers apply the soft restraints. (AMR applies soft restraints when going to medical facility.)

Can juveniles be transported with adults?
Only if they cannot have phsysical contact with each other and are out of sight of each other (multiple sections in prisoner van.)

How should transgender subjects be transported?
Alone, whenever possible.

Who determines the level of restraints for a hospital guard?

Which crimes require a hospital guard?
When subject was arrested for:
1. felony
2. felony warrant
3. repeated dui offense
4. DV related crime
A watch Lt can override this and determine a guard is not needed.

What must a watch Lt do if they cancel a mandatory hospital guard?
Document the reason in a supplemental report.

How do officers document misdemeanors when booking on a felony?
Do not add misdemeanors to PC cert. Articualte the misdemanors in the GO report.

How to officers record detainee property?
Either photographing and using Detainee Property Form, or by using BWV.
A second officer will witness.

No. Evidence is documented on the GO report.

When arresting a person and booking into jail, what is done with legally possessed marijuana?
Officers package the marijuana in a seperate container and place it with detainees property to go to jail with him.

When is marijuana submitted as evidence?
When possession is illegal or a crime.
1. If detainee is under 21.
2. If the amount is more than legally allowed.
a. 1 ounce of marijuana
b. 16 oz of marijuana–infused product in solid form.
c. 72 oz of marijuana–infused product in liquid form.

If a person is arrested for DUI and has in their possession a legal amount of marijuana, how is the marijuana packaged?
As evidence.
