Policing that operates within the parameters set by the U.S. Consitution and court decisions. The goal is to protect everyone’s civil liberties and provide equal protection under the law.

It is whether the community believes that police actions are appropriate, proper and just.
What is a benefit when the police have a high level of perceived legitimacy?
The public is more willing to cooperate with the police and accept the outcome of their interactions.
Can a police department have a high level of legitimacy among some neighborhoods but not others?
yes
Can a department have perfect by-the-book constitutional policing but still be perceived as illegitimate?
yes. They are related but not the same thing.
