In anartic winters clouds form that provide a site for inactive chlorine to be converted into Cl2 gass. when the sun comes back it breaks the gass down into active chlorine atoms, which o to town on the ozone. A vortex around the pole prevents outside air from coming in, exaserbating the problem.
