why did lenin use terror as a method of control?
A
- due to the unpopular regime, he felt he had to use extreme methods to stay in power
- began to be widely used after the revolution as he knew there would be counter-revolutionaries

how effective was lenin’s use of terror?
A
- very effective
- public trials discouraged other counter-revolutionaries to act
- gulags were a deterrent for kulaks & other peasants
