when was the third 5 year plan?
january 1938 to june 1941
why did it stop early?
because of a fricking war against germany!!!!
what were the aims?
- prepare for war with germany
- continue rearmament started in the previous plan
- heavy industry
- improve labour productivity
- assert control over farmers by reducing private plot sizes & limiting time peasants could devote to their own land
- turn russia into a WORLD POWERRRR!!!!
coal production statistics
in 1937 - 128 million tonnes
in 1940 - 166 million tonnes
how did they prevent a quicksand society?
internal passports introduced 1940 = restricted workers’ abilities to move jobs, ensuring that factories had a stable supply of labour
what happened to funding consumer goods?
by 1940, 1/3 of government investment went into the armed forces instead of consumer goods - whilst production rose, most of it was unusable! what the heck!!
what happened to steel production?
stagnated
why did planning become CHAOTIC like the first plan???!!!
stalin started purging gosplan which removed many experienced industrial managers
EVALUATION = was there an increase in industrial & agricultural output thanks to these plans?
industrial output increased massively thanks to cities like magnitogorsk producing MASSIVE amounts of raw materials BUT many people lied about their stats to meet targets & it was quantity over quality
EVALUATION = increase in standard of living?
slightly during 2nd plan (‘3 good years’) when politburo moderates could shift focus to living standards but they were removed in the 3rd plan - mostly life was ROUGH
EVALUATION = did it meet the needs of the state/people?
- the state, yep = stalin had fortified russia & turned it into a world power & was also prepared to fight germany, never fulfilled his aim of increased labour productivity
- the people? no way. life was awful
