GPU in 1922 & the OGPU in 1923 - it meant growing independence from interference from other state institutions
why did lenin use terror as a method of control? 2 reasons
1) because the regime was unpopular, he felt he had to use extreme methods to stay in power
2) began to be widely used shortly after the revolution because he knew there would be opposition in the form of counter-revolutionaries
what were public trials good at?
discouraging other counter-revolutionaries to act
what were gulags good at?
deterring kulaks & other peasants from doing bad things
