Between the rescuer and the victim, so if they reach out and grab, they will grab the buoy and not the rescuer
When towing a victim back to shore, what does the rescuer tell the victim to do?
Instruct the victim to grab the rescue buoy and put their chest ½ way towards the buoy
The rescuer then goes to the rear of the victim and straddles them under the arms and holds the buoy
The rescuer then signals the line tender and both rescuer and victim are pulled to safety
