Where there are no limits placed on the government’s power, only the main ruler has full power and rights. Ex: Dictatorship, and Absolute monarchy.

Where there is only one ruler that control everything, the ruler has total power

a system of government by the whole population or all the eligible members of a state, typically through elected representatives.
