Regulation 13.1 - Safety of Personnel. Who can be granted a 13.1 Line Blockage if requested, and under what circumstances?
1) Personnel who need to work on the outside of a train stopped on a running line because of failure or other incident, or who need to check that equipment on an OTM is correctly positioned.
2) A driver asks you to block a line for their or another member of their traincrew’s personal safety to walk alongside their train.
3) **A designated person (DP) needs to walk with a group **to a train stopped on a running line because of failure or other incident.
4) a member of station staff or infrastructure manager’s employee need to retrieve an item from a platform line, by either going onto that line, or by using retrieval equipment whilst remaining on the platform.
What must you ask every person requesting a 13.1 Line Blockage?
Exact Location and lines on which trains are to be stopped/remain stopped. If they are unsure of which lines to stop you MUST stop trains on ALL lines in the affected area.
You must agree a suitable time for trains to be stopped (if they have not already been stopped).
If retrieving an item from a station platform, what must you ask the person requesting the line blockage?
How the item is to be retrieved (from the platform using a grabber, or by going onto the line itself).
What must you do if the if an item is being retrieved from a station platform, and requires the personnel to access the track directly?
Stop trains on all adjacent lines to the platform line.
You must come to a ________ __________ with the requester involved in a 13.1 Line Blockage.

If you don’t control the protecting signal or block marker that protects the line to be blocked, you must:
Tell the controlling signaller and then get assurances from them that trains have been stopped on the line(s) concerned.

What bell code must you send if the line to blocked is in an Absolute Block area?
2-2-2 (Block line for protection purposes)
When the NR3178 form has been completed, what must you do with the person requesting the line blockage?
Get them to read the form back to you
Confirm that, until they tell you protection isn’t needed, that the lines discussed will remain blocked
Remind them of any lines still open for normal working
Give them an authority number
Authorise them to begin the activity
If there are any manned crossings in the area that is to be blocked what must you do?
Tell the crossing keeper about the protection arrangements.
When you are advised by the requester, that a line blockage is no longer needed, what must you do?
Get them to repeat the authority number back to you.
Confirm that they and any other parties are clear of all lines and in a place of safety.
Record the end time on the NR3178 form.
Tell any other people (signallers, crossing keepers, etc) that normal working may resume.
