LTA Section 31 (1)

Vehicle drawn or propelled by mechanical power, includes trailers
Does not include:
- Vehicle running on rails
- Vehicle used exclusively in amusement or recreation facilities. No public access
- Mobility device
What is a road
- Street
- Motorway
- Beach
- Public access
- Bridges, culverts, fords
Does not include private land
What is operating?
Means to drive or use vehicle on a road or
Cause or permit the vehicle to be on a road or driven on a road, whether or not the person is present with the vehicle
