All vehicle occupants to wear restrainst at all times to maximise crash survival probablity.
FOCUS:
Enabling all operational staff, to ensure all road users use restraints and helmets.

WANT:
Prevent impairment related crashes entirely.
FOCUS:
On increased deterrance to minimise the impact of comobidity.
