Overarching Principal:
- Public and Police employee safety takes precedence over the immediate apprehension of a fleeing driver.
Additional Principals:
- Incidents must be managed in the safest possible manner.
- Enquiry phase preferred over fleeing driver pursiut whereever possible.
- Incidents will only be commenced/continued when the seriousness of the offence and the necessity of immediate apprehension outweigh the risk of pursuing.
- The driver fleeing does not in itself justfy a fleeing driver pursuit.
- Decisions to abandon will be supported.
- Use risk based assessments (TENR) and apply flexible response to changing circumstances.
- Fleeing drivers will be held to account.

Responsibilities during a fleeing driver pursuit.
What are the primary responsibilities for the Lead Vehicle Driver to pursue a fleeing driver? (7)
- Continuously assess the risks (TENR).
- Lights/Sirens are activated throughout pursuit.
- Direct the passenger to undertake comms.
- Notify Comms asa practicable and when safe to do so that a vehicle has FTS, location, direction, fleeing vehicle description, reason it is being pursued (failure to stop is not a reason)
- Acknowledge pursuit warning given by dispatcher.
- Maintain regulars comms woth Police comms when it is safe to do so.
- Comply with all directions from the Pursuit Controller.
Responsibilities for those actively pursuing.
During a pursuit what are the responsibilites of a Police Costabulary passenger? (3)
- Undertake radio comms if in lead vehicle.
- Advise Lead vehicle Driver of possible risks or any other considerations.
- May direct the Lead vehicle Driver to abandon. (pusuit controller must be notified of abandonment when safe to do so including the reason)
Responsibilites for those activly pursuing.
What are the responsibilitys of the Secondary Vehicle during a pursuit? (3)
- Follows behind Lead vehicle at a safe distance, to provide support and tactical options as required.
- Takes over pursuit commentary, if the lead vehicle is single crewed.
- May direct the pusuit to be abandoned by notifying the Pursuit Controller, when safe to do so, including the reason for abandonment.
Responsibilites of those actively pursuing.
What are the responsibilities of other police vehicles in the vicinity or responding as a requested tactical option? (5)
- Must not actively participate in pursuit or respond, unless preparing tactical options, undertaking a temporary road closure, collecting intelligence or are responding to a Pursuit Controller direction that could assist in safely stopping the fleeing driver.
- Notify Pursuit Controller your location, tactical option and seek permission, when safe to do so, if self-initiating a tactical option.
- Cease all non-essential radio comms.
- Must not follow behind pursuit unless directed or approved by the Pursuit Controller.
- Must comply with the ‘Urgent Duty Driving’ chapter and any direction from the Pursuit Controller.
Communication information for fleeing driver incidents:
- The Police Staff responsible for the fleeing driver communications should provide the Pursuit Controller with what type of sit-reps?
- Where additional information is required or yet to be transmitted the dispatcher or pursuit controller should what?
- Timely and Uniform.
