Why do quantities need to measure in a uniform way?
To ensure measurements are completed consistently and accurately across the construction industry. This helps to:
- avoid conflicts and disputes over quantities
- ensure all understand what elements of works are measured where
- and what rates include for example
What are the different methods?
NRM1: For order of cost estimating and cost planning for capital building works
NRM2: For detailed measurement of building works
NRM3: For order of cost estimating and cost planning for building maintenance works
Are the different methods of measurement not standard, so not different?
There are 3 different methods of measurement, for use dependent on the type of work and stage of a project. The 3 methods are standard.
Can you tell me what is your understanding of RICS Code of Measuring Practice?
It is an RICS Guidance Note. It’s purpose is to provide succinct, precise definitions to permit the accurate measurement of buildings and land, the calculation of the sizes and the description or specification of land and buildings on a common and consistent basis.
When was the RICS Code of Measuring Practice be used in your day-to-day employment?
When measuring sales areas for my retail clients in providing cost per m2 data for example
GEA, GIA and NIA - how are they each measured?
GEA (Gross External Area) - the area of a building measured externally at each floor level
GIA (Gross Internal Area) - the area of a building measured to the internal face of the perimeter walls at each floor level
NIA (Net Internal Area) - the usable area within a building measured to the internal face of the perimeter walls at each floor level, with usable area meaning an area is usable if it can be used for any sensible purpose in connection with the
purposes for which the premises are to be used
What new standards have been introduced?
The International Construction Measurement Standards, also known as ICMS. These were introduced to standardise the high level presentation of costs on projects to enable:
- more effective global cost comparisons
- better investment and funding decisions
- improved cost prediction and management
- consistent accounting
Will the Employer’s Requirements be available at cost plan stage?
It is dependent on the procurement route.

In the document suite NRM, what are the key differences between NRM1 and NRM2?
NRM1 provides rules for order of cost estimating and cost planning for capital building works
Whereas NRM2 provides rules for the detailed measurement of building works in order to obtain tender prices, such as through BQ’s, SOW’s and SOR’s

NRM3 provides rules for order of cost estimating and cost planning of building maintenance works
