On the Independent School Project, why did you rule out Management Contracting and Construction Management?

A

Well, firstly due to the nature of the works. These works entailed less packages of small scale works, so was not completely conducive with Management Contracting and Construction Management. In addition, the client was an inexperienced client, with this being their first construction project. Whereas, these procurement routes mostly require an experienced client.

On the Independent School Project, what do you define as ‘cost certainty’? How does D&B provide this?

A

Cost certainty is the level of assurance from the early stages of the project that the outturn cost will be as expected. The D&B Procurement Route provides this through the early involvement of the contractor and the buildability input they provide, allowing greater upfront control of design, and thus cost.

That said, Design & Build Procurement Routes can make for costly variations and changes further down the line. For this reason, the client employed an architect during the earlier stages of the project set down their specifications and level of design, which reduced the risk of these expensive changes down the line.

On the Hertford Project, can you outline the basis of your tender recommendation report - list the main sections?

A

The tender recommendation report includes a record of the tender values, as returned and their ranking. I then included the detailed analysis of the tenders, including the outputs of the adjudication as provisional sums and rectifying errors. I also included the exclusions and qualifications of each tender. The tender report concluded with the final position and my recommendation.

On the Hertford Project, how did you advise the unsuccessful tenderers? What did you tell them?

A

Via email, I thanked the unsuccessful tenderers for their time and effort in participating in the event. I informed them that they were unsuccessful on this occasion and provided them with their scoring in relation to the winning tender. As these tenderers were from the clients approved supplier list and had a historic and working relationship with the client, the Client’s Engineering Team requested I also include further detail to the unsuccessful tenderers. Thus, I provided some feedback as to high or low areas on an elemental level.
