A
- Learner, provisional or interlock driver licence for that class of motor vehicle.
- A learner, provisional or interlock driver licence application has been refused.
- Suspended, cancelled, disqualified or expired learner, provisional or interlock driver licence.
- A person who has never obtained a licence for any class of motor vehicle

Special category driver (in respect to a motor vehicle) means:
A
- Learner, provisional or interlock driver licence for that class of motor vehicle.
- Driver licence application has been refused.
- Suspended, cancelled, disqualified driver licence.
- Expired learner, provisional or interlock driver licence.
- Expired (more than 6 months) other driver licence.
- A person who has never obtained a licence.
- Driver of a public passenger vehicle, driven for hire or reward.
- Driver of a taxi or hire vehicle being used to provide a passenger service.
- Driver of a coach.
- Driver of a motor vehicle with GVM more than 13.9 tonnes.
- Driver of a motor vehicle combination with GCM more than 13.9 tonnes.
- Driver of a motor vehicle (or trailer) carrying dangerous goods, as long as the dangerous goods meet the requirements to be placarded.
- Driver of a motor vehicle (or trailer) carrying any radioactive substance.
- A special category supervisor (who if driving would be a special category driver).
