Novice driver (in relation to a motor vehicle) means:

1. Learner, provisional or interlock driver licence for that class of motor vehicle.
2. A learner, provisional or interlock driver licence application has been refused.
3. Suspended, cancelled, disqualified or expired learner, provisional or interlock driver licence.
4. A person who has never obtained a licence for any class of motor vehicle

Special category driver (in respect to a motor vehicle) means:

1. Learner, provisional or interlock driver licence for that class of motor vehicle.
2. Driver licence application has been refused.
3. Suspended, cancelled, disqualified driver licence.
4. Expired learner, provisional or interlock driver licence.
5. Expired (more than 6 months) other driver licence.
6. A person who has never obtained a licence.
7. Driver of a public passenger vehicle, driven for hire or reward.
8. Driver of a taxi or hire vehicle being used to provide a passenger service.
9. Driver of a coach.
10. Driver of a motor vehicle with GVM more than 13.9 tonnes.
11. Driver of a motor vehicle combination with GCM more than 13.9 tonnes.
12. Driver of a motor vehicle (or trailer) carrying dangerous goods, as long as the dangerous goods meet the requirements to be placarded.
13. Driver of a motor vehicle (or trailer) carrying any radioactive substance.
14. A special category supervisor (who if driving would be a special category driver).
