A

  • The ship is proceeding en route;
  • The oily mixture is processed through an oil filtering equipment (The system shall also be provided with arrangements to ensure that any discharge of oily mixtures is automatically stopped when the oil content of the effluent exceeds 15 parts per million.);
  • The oil content of the effluent without dilution does not exceed 15 parts per million;
  • In respect of the Antarctic area, any discharge into the sea of oil or oily mixtures from any ship shall be prohibited.

Bunker Checklist

  1. Are bunkering hoses in good condition?
  2. Are bunkering hoses correctly connected & drip trays in position at flanges?
  3. Is the valve of the receiving tank open?
  4. Is the capacity of the receiving tank checked?
  5. Are all scuppers effectively plugged?
  6. Is the communication system agreed on by both parties?

  13. Are bulkheads, pipelines, valves and the hull in good condition and with no leaks?
  14. Are ropes in good condition?
  15. Is the vessel securely moored?
  16. Are fenders in good order and suitably positioned?
  17. Are cargo nets or lifting cages, strops etc. ingood condition?
  18. Is the transfer hose properly rigged and flanges fully bolted?
  19. Is the environmental threshold for cargo operations regulated by the supplier? If regulated, at which wind force scale will the bunkering operation will be stopped?

Bunkering Checklist Addtional specific to the master:

A
  • A risk assessment is made;
  • Procedures in the SMS are followed;
  • Local and international regulations are complied with throughout the operation;
  • Scupper plugs are fitted before starting bunkering;
  • Drain plugs in manifold and fuel tank air pipe containment save-alls are in place before starting bunkering;
  • Communications are established with the supply control position and signals to be used are understood by both sides;
  • A maximum pumping rate and pressure are agreed with the supplier;
  • The condition of hoses and couplings is checked;
  • The required hose lengths are checked before bunkering;
  • Frequent soundings are taken during the bunkering operation;
  • The rate of delivery is slowed down while topping off;
  • The oil record book and deck and engine room logbooks are completed immediately.

What is a SOPEP manual?

A

The purpose of the plan is to provide guidance to the Master and officers on board the ship with respect to the steps to be taken when an oil pollution incident has occurred or is likely to occur.

The appendices contain communication data of all contacts referenced in the plan, as well as other reference material.

Annex IV - Sewage, who does it apply to?

Discharge of sewage

Subject to the provisions of regulations of this Annex, the discharge of sewage into the sea is prohibited, except when: you have an approved sewage treatment plant certified and approved then you can:

A
  • The ship is discharging comminuted and disinfected sewage using a system approved by the administration;
  • At a distance of more than 3 nautical miles from the nearest land;
  • Or sewage which is not comminuted or disinfected at a distance of more than 12 nautical miles from the nearest land;
  • The sewage that has been stored in holding tanks shall not be discharged instantaneously but at a moderate rate when the ship is en route and proceeding at not less than 4 knots;
  • Additionally, the effluent shall not produce visible floating solids nor cause discoloration of the surrounding water.

A

All ships of 12 metres or more in overall length and fixed or floating platforms are required to display placards which notify the crew and any passengers of the requirements for the disposal of garbage.

Annex V - What do ships need to carry if they are 100 Gt or greater?

A

A Garbage Management Plan.

This plan is for the crew to follow and shall provide written procedures for minimizing, collecting, storing, processing and disposing of garbage, including the use of the equipment on board. It shall also designate the person or persons in charge of carrying out the plan.

Such a plan shall be based on the guidelines developed by the organisation and written in the working language of the crew.

  1. 2014 No. 3076 MARINE POLLUTION The Merchant Shipping (Prevention of Air Pollution from Ships) and Motor Fuel (Composition and Content) (Amendment) Regulations 2014.
  2. MSN 1819 Annex VI requires any diesel engine with a power output of more than 130 kW which is installed on a ship of over 400 GT constructed on or after 1 January 2000 to be surveyed in compliance with regulation 5 of Annex VI and the NOx Technical Code. If it does confirm it will be issued with an Engine International Air Pollution Prevention (EIAPP) Certificate.

Annex VI - Air pollution, Who must comply with the NOx Technical Code?

A

Any diesel engine with a power output of more than 130kW, installed on any craft constructed on or after 1 January 2000, even if less than 400 GT, must comply with the requirements of the NOx Technical Code.

What is the Ship Energy Efficiency Management Plan (SEEMP) and who does it apply to?

A

International Energy Efficiency (IEE) Certificate. All vessels of 400 GT and above are required to hold a valid IEE.

The IEE Certificate is valid for the life of the vessel, unless the vessel undergoes a major conversion or changes Flag.

All vessels of 400 GT and above are required to carry a Ship Energy Efficiency Management Plan (SEEMP) and be issued with an International Energy Efficiency (IEE) Certificate.

The SEEMP is the element of the revised Annex VI that establishes a mechanism for operators to improve the energy efficiency of ships during their operations.

All ships over 400GT engaged in international voyages are required to keep a vessel specific SEEMP on board developed in line with the IMO guidelines noted above. The SEEMP is intended to be a living document that considers how a vessels energy efficiency can be maintained and improved throughout the vessels operating life.

The SEEMP should be developed in such a way as to empower the vessels crew to improve energy efficiency where possible noting that the safe operation of the vessel must remain paramount at all times.
