List the Annex’s of MARPOL?

What do ships need to carry under Annex 1?
Ships over 400gt must carry:
- Oil pollution prevention certificate; (IOPPC)
- Oil record book; (ORB)
- Shipboard oil pollution Emergency plan. (SOPEP)
What is Recorded in the Oil Record Book?
A) Ballasting or cleaning of oil fuel tanks.
B) Discharge of dirty ballast or cleaning water from oil tanks
C) Collection, transfer and diposal of oil residues.
D) Non automatic starting of discharge overboard, transfer or disposal otherwise of bilge water from machinery spaces.
E) Automatic Starting of dishcarge overboard, transfer or disposal otherwise of bilge water from machinery spaces.
F) Condition of oil filtering equipment
G) Accidental or other exceptional discharges of oil.
H) Bunkering of Fuel or bulk lubricating oil.
Masters signature needs to be sign throughout the ORB.
Discharge of Oil outside of special areas is prohibited except for when the following conditons are met;
- The ship is proceeding en route;
- The oily mixture is processed through an oil filtering equipment;
- The oil content of the effluent without dilution does not exceed 15 parts per million.
Discharges in special areas is prohibited except when all of the following criteria are met:
- The ship is proceeding en route;
- The oily mixture is processed through an oil filtering equipment (The system shall also be provided with arrangements to ensure that any discharge of oily mixtures is automatically stopped when the oil content of the effluent exceeds 15 parts per million.);
- The oil content of the effluent without dilution does not exceed 15 parts per million;
- In respect of the Antarctic area, any discharge into the sea of oil or oily mixtures from any ship shall be prohibited.
Bunker Checklist
- Are bunkering hoses in good condition?
- Are bunkering hoses correctly connected & drip trays in position at flanges?
- Is the valve of the receiving tank open?
- Is the capacity of the receiving tank checked?
- Are all scuppers effectively plugged?
- Is the communication system agreed on by both parties?
- Are duty persons assigned by both parties?
- Is the operation procedure agreed by both parties?
- Are necessary absorbing materials available for dealing with accidental escapes of oil?
- Are exterior doors and portholes closed?
- Is a portable chemical fire extinguisher sited near the manifold?
- Are unused manifold valves closed and connections blanked and fully bolted?
- Are bulkheads, pipelines, valves and the hull in good condition and with no leaks?
- Are ropes in good condition?
- Is the vessel securely moored?
- Are fenders in good order and suitably positioned?
- Are cargo nets or lifting cages, strops etc. ingood condition?
- Is the transfer hose properly rigged and flanges fully bolted?
- Is the environmental threshold for cargo operations regulated by the supplier? If regulated, at which wind force scale will the bunkering operation will be stopped?
Bunkering Checklist Addtional specific to the master:
- A risk assessment is made;
- Procedures in the SMS are followed;
- Local and international regulations are complied with throughout the operation;
- Scupper plugs are fitted before starting bunkering;
- Drain plugs in manifold and fuel tank air pipe containment save-alls are in place before starting bunkering;
- Communications are established with the supply control position and signals to be used are understood by both sides;
- A maximum pumping rate and pressure are agreed with the supplier;
- The condition of hoses and couplings is checked;
- The required hose lengths are checked before bunkering;
- Frequent soundings are taken during the bunkering operation;
- The rate of delivery is slowed down while topping off;
- The oil record book and deck and engine room logbooks are completed immediately.

What is a SOPEP manual?
The purpose of the plan is to provide guidance to the Master and officers on board the ship with respect to the steps to be taken when an oil pollution incident has occurred or is likely to occur.
The appendices contain communication data of all contacts referenced in the plan, as well as other reference material.
What are the special areas under Annex 1?
MARPOL defines certain sea areas as “special areas” in which, for technical reasons relating to their oceanographical and ecological condition and to their sea traffic, the adoption of special mandatory methods for the prevention of sea pollution is required.

- Gulf Area
- Gulf of Aden
- Antarctica
- North West European Waters
- Oman Area of the Arabian sea
- Southern South African Waters
