The requirements for statutory and classification surveys 


A

Solas requires that vessels comply with the agreed international conventions:

Surveys and certificates
(a) The inspection and survey of ships, so far as regards the enforcement of the provisions of
the present regulations and the granting of exemptions therefrom, shall be carried out by
officers of the Administration. The Administration may, however, entrust the inspections
and surveys either to surveyors nominated for the purpose or to organisations recognised
by it

Types of Ship Survey

A

Initial Survey. A complete examination, before the ship is put into service, of ALL ITEMS relating to the certificate to be issued, to ensure that they meet all relevant requirements, and that they are satisfactory for the ship’s intended service.

Periodical Survey. A complete examination of ALL ITEMS relating to a certificate to ensure that they are in a satisfactory condition, and that they are fit for the ship’s intended service.

Renewal Survey. A complete examination of ALL ITEMS relating to a certificate as for a periodical survey but leading to the issue of a new certificate.

Intermediate Survey. An inspection of SPECIFIED ITEMS relating to a certificate to ensure that they are in a satisfactory condition, and that they are fit for the ship’s intended service.

Annual Survey. inspection of the items relating to a certificate to ensure that they have been and remain fit for the ship’s intended service.

Inspection of the Outside of the Ships Bottom. An inspection of the UNDERWATER part of the ship and related items to ensure that they are in a satisfactory condition and that they are fit for the ship’s intended service.

Additional Survey. An inspection, either GENERAL or PARTIAL according to circumstance, to be made whenever any important repairs or renewals are made.

In addition, hull and machinery items for certificates may be surveyed in two ways:
Special Survey. All hull and machinery items are opened up for survey at one time, usually when a renewal survey is due; and
Continuous Survey. When items are opened up for survey at the convenience of the ship, all items being surveyed during the life of the certificate, as part of this machinery may be.

Alternative Compliance Scheme (ACS)?

A

This was an update in 2005 to allow the MCA delegation of survey responsibility to the “Recognised Organisations” extended so that the classification society can issue all ‘hardware’ certification but MCA retain oversight of all the surveys.

This is achieved by the MCA issuing a CoI ( Certificate of Inspection) to the RO to perform all hardware surveys

Operational matters
eg. Safety Management, Security, and Living and Working Conditions
remains the responsibility of the MCA.

This scheme delegates all survey work to the United Kingdom’s (UK) authorised Recognised Organisations.

This allows the Maritime and Coastguard Agency (MCA) to maintain an
oversight of the structure of the ship and its management systems through ACS inspections
(for issuance of Certificates of Inspection),ISM audits, ISPS audits and MLC
2006 inspections.

All statutory certificates except:
• ISM Document of Compliance (DOC).
• Safety Management Certificate (SMC).
• International Ship Security Certificate (ISSC).
• MLC Certificate (which remain the responsibility of the MCA) are issued by the UK
Recognised Organisations, commonly known as classification societies.

All ships covered by this Code(LYC) are required to be surveyed and certified in accordance with the applicable requirements of the survey guidelines under the IMO Harmonized System of Survey and Certification.
