A
it was passed to help avoid danger, harm and abuse but preventing people who deemed unsuitable to work with children and vulnerable adults from gaining access to them through their work.

A
the disclosure and barring service (DBS, 2012) helps employers make safe recruitment decisions and prevent unstable people from working with children and vulnerable adults.
