What should be allowed to happen if an aircraft enters an aerodrome traffic circuit without proper authorisation?
It shall be permitted to land if its actions indicate that it so desires. Aircraft which are in contact with the controller may be instructed to give way.

Significant runway surface conditions and, if appropriate, braking action
Holding delay, if appropriate
Transition level, if applicable
Other essential operational information
Current METAR
Any available information on significant meteorological phenomena in the approach and climb-out areas including wind shear, and information on recent weather of operational significance;
Trend forecast, when available
Specific ATIS instructions
