Describe ATFM/ATFCM
Air Traffic Flow Management
Air Traffic Flow and Capacity Management
A service established to contribute to a safe, orderly and expeditious flow of air traffic by ensuring that ATC capacity is utilised to the maximum extent possible, whilst ensuring traffic volume is compatible with declared capacities.
Describe FMP
Flow Management Position
It is a working position established in each unit to ensure coordination with a central unit regarding ATFM. Responsible for promulgation and effectiveness of ATFM procedures within the FMP area.
FMP is also the interface between ATC in a state and NMOC. (ie UK FMP)
What could Strategic Flow Management involve?
Re-routing or Re-scheduling to balance demand and not exceed ATC capacity.
Increase ATC Capacity
Identify the need to for tactical ATFM measures
What is the window of a CTOT?
Calculated Take Off Time
5 minutes before and 10 minutes after
What is the objective of tactical ATFCM?
To make ATC capacity meet demand, and then once that is maximised, make demand meet the maximum available ATC capacity.
Who is responsible for slot adherence?
ATC and Airline operators are jointly responsible for slot adherence.
