Who has priority, landing or departing traffic?
An aircraft landing or in the final stages of an approach to land shall normally have priority over an aircraft intending to depart from the same or an intersecting runway.
What is the normal sequence for departing traffic?
Departures shall normally be cleared in the order in which they are ready for take-off, except that deviations may be made from this order of priority to facilitate the maximum number of departures with the least average delay.
What factors should be considered when constructing the departing sequence?
Types of aircraft and their relative performance
Routes to be followed after take-off
Any specified minimum departure interval between take-offs
Need to apply wake turbulence separation minima
Aircraft which should be afforded priority
Aircraft subject to ATFM requirements
When should aircraft operators or their designated representatives be informed of delays?
When the anticipated delays are expected to exceed 30 mins
When is a departing aircraft allowed to commence takeoff?
When the preceding departing aircraft has crossed the end of the runway-in-use
When the preceding aircraft has started a turn
When the preceding landing aircraft is clear of the runway-in-use
When there is reasonable assurance that the separation described above will exist when the aircraft commences take-off
Can a take-off clearance be issued prior to an ATC clearance?
No. The take-off clearance shall not be issued until the ATC clearance has been transmitted to and acknowledged by the aircraft concerned.
When shall take-off clearance be given?
Take-off clearance, including the runway designator, shall be issued when the aircraft is ready for take-off and at or approaching the departure runway, and the traffic situation permits.
When is a landing aircraft allowed to cross the runway threshold?
When the preceding departing aircraft has crossed the end of the runway-in-use
When the preceding aircraft has started a turn
When the preceding landing aircraft are clear of the runway-in-use
When there is reasonable assurance that the separation described above will exist when the aircraft crosses the runway threshold.
When necessary or desirable, what may a landing aircraft be requested to do?
Hold short of an intersecting runway after landing
Land beyond the touchdown zone of the runway
Vacate the runway at a specified exit taxiway
Expedite vacating the runway
What must be considered when requesting an aircraft to perform a specific landing or roll-out maneuvre?
Type of aircraft
Runway length
Location of exit taxiways
Reported braking action on runway and taxiway
Prevailing meteorological conditions
Should a heavy aircraft be requested to land beyond the touchdown zone of a runway?
No
If the PIC considers that they are unable to comply with a requested operation, should the ATCO be advised?
Yes, without delay.
If an aircraft is instructed to report vacated, when should the report be made?
When the entire aircraft is beyond the relevant runway-holding position.
