Transmission Load Relief
List all of the things the RC monitors
- system loading and status of elements
- precontingency element conditions (V, thermal, stab. limits)
- postcontingency (see above)
- System real and reactive reserves
- Capacity & energy adequacy conditions
- Current ACE for all BA’s
- Current TLR procedures in effect
- Outages
- Contingency events
what are the TO and RC roles with respect to RAS?
The TO has to inform the RC immediately of the status of the RAS, or degredation/ potenitial failure to operate. The arming of RAS could affect transmission flows and result in SOL or IROL

Each RC / BA that receives a request to curtail an interchange transaction for an interconnection-wide TLR procedure from any RC/BA/TO shall comply with the request unless there is a reliability reason why it can’t comply.
When an RC identifies a transmission constraint what does it do?
Issues alert to all impacted TO’s BA’s in its area without delay, and neighboring RC’s. Neighboring RC’s responsible for disseminating to their own TO’s and BA’s
IRO-006 East - TLR procedures
TLR procedure - transfer paths / flowgates are designated points on the system where the IDC calculates power flow caused by the interchange transactions.
The impact of every transation is calculated using Power Transfer Distribution Factor.
Transactions with >5% impact may be curtailed to provide relief

Qualified Transfer Path Unscheduled Flow Relief
- Members register controllable devices in path
Steps:
- operate controllable devices
- Accommodate parallel flow without curtailment by re-dispatch and curtailment of local schedules
- Begin curtailment of transactions by levels of impact on the path.
