Q

What are TOP responsibilities as far as Real-Time Assessment?

A
  • Perform RTA at least every 30 min
  • Determine SOL exceedences
  • Initiate Operating Plan to mitigate
  • Inform RC and BA/TOs of operations that could result in an emergency.
  • Inform RC of actions taken to return within SOL
  • Operate to most limiting parameter where there is a delta in SOLs.
  • Must assist other TO’s and BA’s where possible.

Q

BA responsibilities wrt operational planning analysis for next day?

A

Develop operating plans for next day to address:

  • Expected generation commitment / dispatch
  • Interchange scheduling
  • Demand patterns
  • Capacity / energy reserves

Must monitor SPS in their area as it relates to the above.

Q

TOP and BA responsibilities wrt Operating Instructions / Reliability.

A

Both must maintain reliability of their area through own actions or issuing operating instructions.

BA/GOP/DP must comply with a TO op instruction and notify TO if it can’t comply.

Each GOP / DP must comply with a BA op instruction and notify BA if it can’t comply.

Q

RTCA Step 1: Network Model

A

Snapshot of current state of the system
- updated on any status that’s changed since last run.

State Estimator is used

Results: solved or invalid

RTCA Step 2: Specific Triggers

A

Pre-scheduled Default: runs every 2, 3, 5, or 30 min (no more than 30).

Also can be triggered by:

  • status changes
  • relay operations / faults
  • switching in neigboring area
  • operator request on demand

Q

RTCA Step 3: Load Flow

A
  • Pulls list of contingencies & performs load flow (state estimation)
  • Results: invalid (exceeded max. iterations) or solved
17
Q

RTCA Step 4: Compares to Limits

A
  • Compares list of contingency results with EMS database of operating limits to find violations.
18
Q

RTCA Step 5: Results.

A

The list of contingencies is prioritized by severity.

  • Lists contingency name and what facility is violated
  • usually listed in pu value of nominal
19
Q

RC, TOP, BA role wrt Data Specifications for data needed for ____. What is included in the spec, dist. requirements?

A

RC’s, TOPs, BA’s must provide a data spec for data needed for operational planning, real-time monitoring and analysis. Should include:

  • List of data needed
  • Periodicity
  • Provisions for SPS/RAS notification
  • Deadline for providing data

Spec should be distributed to all entities that will provide data.

20
Q

SOL : what values might an SOL be?

A

MW, MVAR, Amperes, Frequency, Volts,

21
Q

What operating criteria are SOLs based on?

A

Facility Ratings
Transient Stability Ratings
Voltage stability ratings
System voltage limits
