What was the challenge from the civil service and judiciary?
They did not want the Weimar government as they did not agree with it’s liberal political views.

The number of seats in a government depend on the votes gained.
What was the difficulty with Proportional Representation?
This produced a large number of parties which made it difficult to create political stability. No party was able to win a majority and there were many coalition governments.

It gave emergency powers to the president to rule without the government which made many question who was really in charge- the government or the president?
What was the challenge from the army?
The army wanted the Kaiser to return as their status would be maintained under him.
