They are binding to whom they are addressed.
What is the applicability of recommendations?
They are Non-binding. Allowing institutions to express their viewpoint.
What is the applicability of opinions?
They are Non-binding statements issued by institutions.
What are the three main levels of Regulatory material in EASA?
CR - Commission Regulation/Implementing Regulations - Hard Law
AMC & GM - Acceptable means of Compliance and Guidance Material - Soft Law
CS - Certification Specifications - soft law

What happened on 1 January 2021?
The UK retained EU Regulations that apply to aviation rights and obligations under the European Union (Withdrawal) Act 2018.
The CAA adopted the version of AMC, GM, CSs and other information in force on 31 December 2020, as its policy with regard to compliance.

What is SERA?

What is the aim of guidance material?
Aims to explain the intended purpose of a Regulations’ provisions and its implementing regulations, in accordance with the spirit of the agreement.
What are AltMocs?
These are ways to adhere to the prescribed AMC’s, but in an organisations own interpretation. This is because AMC’s are non-binding, so regulated persons may choose alternative means to comply with the rule
