in 1913 - William Cowan presented a Scottish Home Rule Bill to parliament

the liberals supported the home rule bill but the conservatives opposed
it passed it’s second reading on the 14th may 1913 with 204 votes
however it was abandoned after the wave of patriotism in august 1914
