there was disagreements and tensions between Henry and his fathers old advisors, particularly surrounding the wars with France
Henry was becoming tired of this father’s old, more conservative advisors

How did Wolsey deal with finances
set up a national committee to assess tax payers wealth
stopped local commissioners from being generous to nobles and the nations revenue base became more realistic

deal with enclosure, land contracts and wills
became very popular and clogged up
Court of Star Chamber
off shoot of the king council
established in Henry VII reign but under Wolsey it became very prominent
dealt with misconduct of relevant localities and private law suits
Problem: also very popular and other offshoot courts were created to deal with backlog
Summary of Henry’s early governing, was it effective
Governing was largely delegated to Henry’s ministers, as Henry himself didn’t care of the opinion of Parliament- LIKE HIS FATHER
Under Wolsey, good reforms were put in place to make the nations revenue be more realistic
changes in judiciary were very popular but became over run
His governing style was partially ineffective because loads of money was spent on pointless things (like war)
Spent his whole inheritance on wars
