When was the Fire Safety Act (2021) updated and what does the update set out?

A

Following the Hackitt Review (2018), the Fire Safety Act (2021) reforms the Regulatory Reform Order 2005 as it relates to multi-occupied residential buildings,

The Act requires:
1. Regular inspections of lifts to be reported to fire and rescue services
2. Ensure evacuation plans are regularly updated
3. Ensure residents are provided with suitable fire safety instructions
4. Ensuring individual flat entrance doors comply with current standards where the external walls have unsafe cladding
5. Clarifying that the responsible person or duty-holder for multi occupied, residential buildings must manage and reduce the risk of fire.

- The aim of CDM Regulations is to ensure that Health and Safety is considered throughout the development process from conception to demolition
- Applies to all building and construction work and includes new build, demolition, refurbishment, extensions, conversions, repair and maintenance
- Principal Designer is responsible for considering and enforcing CDM regulations from the design stage

When were the CDM Regulations last updated and what were the changes made?

A

CDM regulations were last updated April 2015 the changes made were:

  1. Simpler Layout - shorter and there is less duplication and repetition
  2. Removal of CDM Co-Ordinator - The role of CDM Co-ordinator is abolished and replaced by the Principal Designer, who must be a designer and have control over the Pre-Construction phase
  3. Notification - The 30 construction days test has been amended to 30 construction days with 20 or more workers working simultaneously. Notification no longer triggers additional duties

A

Under CDM the health and safety file is defined as a file appropriate to the characteristics of the project, containing relevant health and safety information to be taken into account during any subsequent project.

The file is only required for projects involving more than one contractor.
